The Hida, in his sefer Kikar L’Even, chapter 7, says the following:
We know the rule that “There is no one that gets away without sinning..” When a person sins, there are negative prosecutors above that remind God of the sin. So a person can have
zechuyot/merits, or the merits of his forefathers, and Hashem can give him a blessing based on those merits. But the prosecuting angels up in the heavens can stop the bounty from coming down. However, if a person loves peace and chases peace and has peace with everybody, there won’t be any prosecutors against him because middah keneged middah, if down here in this world no one has anything bad to say about him, that causes the prosecuting angels above to be quieted.
That’s what it means that “Someone that is easy going with people, God is easy-going with his sins.”
This causes the prosecuting angels not to demand justice, to “not press charges.”
When someone down here presses charges, it causes the prosecuting angels above to press charges.
This is what it means that, “God found a vessel for blessing and it is peace.” God has beracha, but there may be no recipient because it is being blocked by the prosecutors. Having peace stops the prosecutors.
He says that’s why Sinat Hinam caused the Hurban. His Hiddush is that is wasn’t baseless hatred alone that caused the destruction, but rather that the hatred caused all the charges to be pressed. If not for the baseless hatred, the destruction would have been held back, because God would not have had a prosecuting lawyer to prosecute.
Therefore, in order to have the Bet HaMikdash be rebuilt, we have to stop the prosecuting angels. And the only way to do that is to bring peace into the world.
He says that this is why it says that “God did not find a vessel other than peace.” The word “find” in Hebrew, metziah, is like a Segula. God was looking for a way to bypass and come up with an amulet of sorts, in order to stop the prosecutions angels- like when you go to a Mekubal and he puts something around your neck.
God says, I found it! I found a Segula. I found the special vessel.“ People have special vessels and wine glasses from Mekubalim with all names of God on it, and all kind of Kabbalistic incantations. But the real Segula is Shalom, because that will cause all the prosecuting angels to be quiet and then God can bring all the blessings down and bring the final redemption speedily in our days.
